v3 and hunt groups

Just upgraded a 403 to the new v3 software and am having an issue with hunt groups.

The lines all ring to the main hunt group and are supposed to overflow to another huntgroup. The thing is, that it never rolls over to the overflow group or even to voicemail if I take the overflow group out of the list.

Is this a bug in v3 or am I missing some change they made?
 
Yes, voicemail is ticked off. But regardless of voicemail it should be rolling over to the overflow group.

If you watch call status it rings only the main group, then enters queue even though queue is turned off.
 
I know it sounds simple and shouldn't be and you most likely tried it but have you tried just deleteing the hunt group and rebuilding it?
