Is there a utility out there that I can use to find the differences to two different VB programs.

I'm not clear whether you're talking about different versions of the same program, or two different programs. If the former, you can use SourceSafe or any other source code control program. If the latter, you can look for utilites that compare text files, since all of the files that the IDE uses are text files.

Doesn't WinDiff do what you want?

In theory you should already have it, since it is included in the Visual Studio 6.0 Tools.

It can also be downloaded from Download WinDiff here! I believe that's the same program anyway.

If you want something more powerful, try Beyond Compare. One of the best programs of its type around. Will compare directories and sub-directories for differences as well as single files. VERY powerful.
