Using SCN as SIP Service redundancy

Looking for a way to set up some redundancy at a customer site.

They have 4 locations, all on SIP service.

If they lose sip service at one of the remote locations, can we have the calls automatically roll over to use the SCN as a path to dial out?

One site is currently set up to do this as they do not have SIP service (Expected install in 2 weeks).

Using ARS tables, you can create one that backs the other up. It's not quite automatic, but it's as automatic as it can be.
