using schema.ini to export

i'm using schema.ini to export several tables to text files.
Within the schema.ini I've specified to use , as field separator and to not use " " as text markers. The schema.ini is being placed within the export map.

Odd things happen. Sometimes it works but working on another client computer the old situation comes back and the field separator becomes ; and when exporting text the quotation marks " " are being used again for text fields.
When looking in the schema.ini my settings are often overwritten.

Access doesn't show any stability when using schema.ini and acts really weird. Does somebody has a clue to push access to really use the schema.ini?
 
By the way: I'm using schema.ini in an adp based on access2003/sql server 2000
