Using quotations in sed script 1

I used sed to replace a comma with a space in a file eg.
sed 's/,/ /3' file.csv

how do I change a , to a '?
 
Sort by date Sort by votes
Use " (double-quote) :-
sed "s/,/'/3" file.csv
