Using Directory between 2 sites without DCS

Site has two CM servers connected via ISDN tie lines (not DCS). Customer swears that they were able to use the Directory button on sets to see names at the remote site. They say this has been "fixed" several times but is broken again.
Everything I find on the web says it can only work via DCS but these trunks are not DCS. They do have the Integrated Directory via DCS SA software though.
Anyone have any thoughts, ideas????

Could be an H.323 tie trunk over the network.

check page 2 of the signal-group for tsc assignments.

Check the following translations using your signaling-group on each end.
status each end. If it shows active and enabled it should be working. If it is
not working, you have corrupted software tables.
