Sign Tools is a CorelDraw add-on that allows cutting, see address below. I know someone who uses it and reckons it's ok. There may be others out there.
There are many 3rd party progammes which will cut from Draw to the Roland or any other plotter some are better than others, Sign Tools is one - Co Cut is probably one of the best known but many of the recognised sign programmes ie Signlab, Easysign (the ones I use) also have a 'cut down' version which either will import an ai or eps file or plugs in to Draw. These programmes don't usually cost a fortune but vary in what else they do. If it is purely to cut I would look at Rolands own website, as new Rolands I think ship with a cut driver you may find one you can download. I have to say good as Draw is for a large percentage of sign jobs you cannot beat a bespoke sign programme, having said that they are usually not as functional as Draw at printing/typesetting.
Hope this helps
