Using Asterisk for Telephone Call Logging & Budget Control on KX-TDA600

Background.
I have a client for whom i have implemented the above and everything seems to work fine except for some reason i dont understand, calls with 000X. dont seem to send all digits KX-TDA600 to the Asterisk.
Their requirement was to be able to assign credit to extensions on the KX-TDA600 phone system. And once a user exhausts their credit , then they would not be able to make calls to the PSTN. This offcourse call for first intergrating the two systems through PRI using QSIG. Then using the Powerful VoIP billing tool (A2Biling) of Asterisk. Everything works well except i cant make international calls from the KX-TDA600. The hardwares used are; HP Proliant ML310e Gen8 V2 and Digium 1TE435BF Dual Span PRI card. I have 2 ISDN Lines from Telcos plugged into ports 1 & 2 of the Digium TE435BF PCI-e card. Port 3 is plugged to Yeastar TE100 (Offers a 30-Channel)SIP trunk to Asterisk server at another site.Port 4 is plugged to the PRI Port of Panasonic at the same site. There are about 985 users in total most using analog phones.

Local calls to the PSTN from extensions on the KX-TDA600 exit well through the E1 plugged into Asterisk.
Under leading number, i have 000 (We dial "000" before the country code ) in my country while making international calls.
Under additional number of digits, i have "0" while under Routing Plan Number, i have 1. Routing Plan numer one sendings out the calls to Asterisk which then does the Least Cost Routing / ARS.

Any ideas on what i could have missed?
 
1 your trunk group for the trunk to asterisk should cos 1
2 you should remove 0 from numbering plan and add to other PBX
3 add 0 to tie tables
