Sure, you would need to set the PCM to Station Level Access (Centrex), but beware of disconnect supervision, as you may find dial tone coming over the speakers for several seconds after a page disconnects.
Perhaps look to an Algo 8180, which can provide a 600-ohm output along with contact closure, configuring the PCM for page port access
