Using a VPN over DSL to connect to Exchange server not available

I have some home users conneting to our network using VPN over a DSL connetion. The can connect to the network and ping all servers and even connect to exchange using OWA. But when using outlook they get a EXCHANGE SERVER NOT AVAILABLE message. Now the strange part on computer #1. If I use a dial up on this computer I can connect to exchange using outlook.

On computer number 2 if the home user clicks retry enough times they can sometimes get in.
And now I have a user with a cable modem having the same issue?

The are all windows xp and differnet versions of outlook.
Exchange server is 2003 sp2 on windows 2003 server sp1. RRas server is a windows 2003 server sp1
 
Have you tried adding a host entry on the client pc for the DNS name of your exchange server?
 
Yes I did add a hosts file. it did not help when connected over DSL.
