Using 3 as external access and barring 9

Hi,
I think I know the answer to this but I would just like it confirming.

We have a switch where someone has set the external code as 9 in dialling plan.

They would now like one department to dial 3 and sent 141 (CLI barred) when they dial a number. Unfortunately the users keep dialling 9 as well. Is there anyway to stop them from doing this.

Presume PRI using Dest codes you mean? not that it might matter.

Maybe program Hotline/External for those special sets, 9P141
Something like that.

The customer does not want the users to have access to "9".

It is currently set up as follows: -

9 is set as external access under dialling plan

3 is set up under destination codes and is programmed to add 141 (with hold CLI)

So I need to bar users dialling "9"

Try using call restrictions.
Set up a restriction filter 20
Barr,0'1,2,4,5,6,7,8,9,
This leaves them to dial 3

Assign this restriction filter to the extns you want to dual 3
 
the restriction filter only blocks digits after the access code so I don't think that will work. Does anyone use 9 to dial out if not just remove it from the dialing plan. Not sure you're going to be able to do this unless you have other trunks.
 
The whole company does, that's why he wants to deny it.

But that's partially a good idea hawks....

Remove 9 and create 2 new ones...7 and 8 or use 2 digit dest codes.

Hotline/External the dest code 7 to all dept A sets
Hotline/External the dest code 8 to all dept B sets

Unfortunately they have 7 departments all dialling 9. They want to keep the dial 9 active but they want one department to be able to prefix their external calls with 141 which in the UK is "with hold CLI" so that their CLI is not sent to the called party.

They want that number sent automatically and the only way I can see to do that is in routes and destination codes. They don't want everyone to send that number and 9 is set as the external code. I therefore created 3 (as it was the only available number) but I need to stop them dialling 9
