What's the best an safest way to let users update a web site. For example a Public Relations department will want to post its own news releases.

I expect this will involve templates and could see how it could work - but is it necessary for them to have a licensed copy of DW.

Macromedia has an other product called Contribute. Contribute is the easiest program for anyone to update, add, and publish web content in minutes with no HTML training or experience required (or maybe a little basic understanding). With Contribute, nontechnical users can make changes to any HTML website while automatically maintaining site standards for style, layout, and code.

When it comes to allowing other updating articles and alike to a website pages, I simply provide the user with an update page that he/she have access to, to where they can chose which article to update and when done the page, like magic *poof* get's updated.
