Users info, contact list, pictures

Does anyone advice on the best way to setup a contact list in MOSS 2007. I am not talking of the mysite. I want to create a list in which I can enter all the users' official details like name, phone number, title, photo among other things.

Our MOSS is AD integrated, and it could be great if I could actually create a list based on information from AD, but that list would not have pictures. Would it be possible anyways to create a list from AD? Even if it is I would still like to know on how to create a list with user details.

Please advice.

I am aware of the contacts list, but I could not get it list the way I want to view it along with pictures. I can add the photo as an attachment, but can I display the photo also along with the details.

That's something I noticed here where I work as well. It seems that in order for a picture to actually be associated with a profile, an administrator (not site-level administrator) would have to add the picture, which doesn't seem like a good way to set something like that up (imho).
