users can't open draw 10

Just installed draw 10 on a workstation. Administrators can open the program fine but users can't, it just displays a blank error dialog box with a red x. How do I grant users permission to use it?

is it w/in the IT policy to grant these users Power User access?

Fixed it. I already made this user a power user, that didn't work. I gave users full control of the hard drive and now it works fine.
