Users can't connect to terminal server

Here's the scenario: SBS 2003 server with a 2nd server running 2003 server std. The 2nd server will be the terminal server for 5-10 remote users. The users who have been given the right to login using terminal services (unchecked box in user screen) can login to the main SBS server with no problem. If I try to login that same user into the terminal server, they are denied (with the message that they must be members of the remote desktop users group, or given permission directly, which they are).
Any thoughts on what's happening here?
 
So you can logon to the first server through Remote Desktop?, but can't connect to the second server through Terminal Server.

What services are running on the second server?

I answered my own question, so I thought I'd share:
The users have to be added to the terminal server itself. Go to computer management, expand local users & groups, click on groups. Double click on Remote Desktop Users on the right side. Add your domain user accounts.
