When a standard user logs on and attaches a usb device the device does not appear in my computer, windows xp does however make the wonderful "bing bong" sound to indicate that a usb device has been added.

Hi Projector1,

Win XP may be assigning a drive letter to the USB drive that is already mapped to a network drive.

Try this if you already haven't:

Insert the USB drive
Right-click on My Computer and select Manage
Under Storage, you should see Disk Management, click on it
In the right bottom part of the panel, see if you see the USB drive listed
If so, right click on it and choose Change Drive Letter and Paths...
Change its drive letter to one that is not already mapped in your network (usually I use B:)
Check My Computer to see if it showed up.

If you don't see it in Disk Management, check Device Manager to make sure it is recognized.

Let us know if this helps.
