Users cannot delete files under P Pro

I've got several users who cannot delete files moved from their old NT workstations to new XP Pro machines. I found a precise mention of the problem by searching the forum, but there was no further mention of it and there seems to be no way to contact the person who posted it - bummer, he posted in Feb and I'll bet he's found a fix by now :).

Users try to delete a file. There's a LONG pause, then they get a message saying that they cannot delete because the file is in use. This happens with files on their local hard disks and on network volumes. It happens from within applications (Word, Excel) when they try to save a document and from explorer when they try to delete it with no applications running. Shift-delete makes no difference.

Since installing XP-Pro, I have come across this problem numerous times, of not being able to delete a file or folder after accessing it. Here's solution that works without having to kill explorer.exe or rebooting and then deleting the file. It can also be used for any other program that may have a handle on the file/folder, though I've found that in XP it's usually explorer.exe. Go to and download Process Explorer v5.25. Install, run, make sure view handles is set, click on explorer.exe in the upper window, go to view/update speed, and choose paused. Then in the lower window, click on Name to sort by name, then right click and choose Close Handle for every instance of the handle of the file/folder you're trying to delete (unfortunetly gotta do it one by one). Once explorer has no more handles on the file/folder, you can delete the file/folder."
 
I have searched the Knowledge Base and checked permissions.

I've used Process Explorer to delete an individual file, and that works, but it's not a solution for an entire remote office for every file they need to delete.

I had a tech work on it yesterday afternoon. After a couple of hours he managed to hack his way to a solution, but he's really not sure which of the myriad things he tried might have actually fixed the problem.

What I'm trying to do is figure out why some 15 users who have recently moved up to XP and had files transferred from NT _ALL_ have the same problem, all of the time. If needs be I'll just shotgun all of their machines until I can get them working again, but I'd like to find out what we did wrong and actually fix the problem.
