users & Admin rights

I have a slight problem. At my job we have to give ALL users administrator rights for certain functions to work. Ex. When setting the persons profile on the computer first time, trying to setup their e-mail in Outlook or when they use MS Word there seems to be a file that tries to load for the first the programs are used (data1.msi). They won't load until I give them full admin rights. I don't want them to load any programs on their own. Is there any documentation that I can view that better explain how to accomplish this task. I want them to use any of the programs that are loaded on the computer to the fullest, but again no downloads or personal programs to install on company computers.
 
What rights to the users have, before given admin rights, to use those files? You should be able to have the users have read & execute (not plain read) and either write or modify/change rights to enable them to use those programs without having admin rights.

The best information I've seen, though, is a book I'm using to study for the 2000 Server Cert. "MCSE Windows 2000 Study Guide" by Sybex. The authors are Lisa Donald with James Chellis. This book assumes you know nothing and gives detailed info on how to do everything. It lists every single option for every single group and user right. It also includes a CD with an Ebook version on it.

I've been getting the same problem with W2kPro and Office 2000. Check out Q298385 for some details. I haven't figured out how to fix it yet, except by granting the users local admin permissions...
