userinit error keeps coming back

We have four users (XP Pro SP3)out of 60 that are getting the userinit.exe error message (out of resources - loading your default profile) during logon. The system just hangs at loading personal settings. I can log into safe mode as admin, log out and log in as the user and everything is fine. If we restart, the same error occurs for the user and/or admin until I log into safe mode, log in as admin and logoff...scanned for viruses and nothing was detected. any ideas?

Have you done any good virus scans lately? There are several types of malware that attempt to replace userinit.exe.
 
Do a FULL scan with MalwareByte's Anti-Malware and/or GMER first and see what (if anything) is bugging you.

Then make sure the registry is set to userinit and not something else.

HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

The only value on the RIGHT in USERINIT area should be:
C:\WINDOWS\system32\userinit.exe,
 
Are there any login scripts that could be causing this problem?

See if any other Startup programs or Services (including malware) are the cause?
