User32.dll failing to initialize

When the screensaver (Blank screen) kicks in it causes the following error:
ntvdm.exe - DLL Initialization failed
Initialization of Dynamic Link library c:\windows\sytem32\user32.dll failed. The process is terminating abnormally.

I also get this error with taskmgr.exe.

Does anyone know how to solve this? The machine has service pack 6.

They talk about imaging software do you have something like ghost client installed? if so try removing it.Also there is a reg hack in the second one.
