User Unable to Log on with Active Directory Username and Password

I have added a user to sharepoint 2003 which is intergrated with active directory. This user cannot log on to sharepoint with her active directory user name and password. It matches exactly but she is still not able to log in. I have deleted her from the Collection of users site but when I go to the UserInfo table and another table I still see the user name.
I have had this happen before but was able to work around it by creating a new user name (the same as the old) and adding a 1 after it. Example pam1.jones and then adding the new user in sharepoint called pam1.jones with the correct password and the user was then able to log in.
Any suggestions as to why this happens and how to clear it to pick up the user name from Active Directory
 
You have to do it at the top level of the collection and remove her there. Then readd her.

I Deleted the user from the Collection of Users site, wouldn't this be the top level? If not where exactly is the top level?
