User unable to launch applications from the ICA Web

Here's the Problem.

we use the web client to connect to published applications on Metaframe presentation server 4.0. All users can connect to applications published on two servers except for one user that can connect to the web interface and launch applications on one server but was unable to launch applications on the second server. When connecting the pop up window appears and disappears.

What could be the problem on the secone server that he cannot launch applications on that server. All domain users have access to all published applications on the two servers.

Are the servers on different domain?

No. They are on the same domain and same farm. All other users can connect except user.

It sounds like a licensing issue.
I would have that user connect and note what server they logged into.

Check the event viewer and you'll probably see some licensing events.
