User unable to dial external calls

Hi,

Wondering if anyone has experienced this issue. First, on Avaya Communication Manager platform. We have an extension in our DID range that is unable to make outbound external calls. Calls internally go through. I did a list usage extension and found nothing preventing call to go through. I tore down the extension and re-built. Still not working. I performed a trace on the extension and only thing I saw was "tone-receiver". Anyone experience this issue? Any assistance would be greatly appreciated.

Tolson, this happens on local and LD calls. I hear "doo doo doo" then continued dialtone. Below is the results from the trace:

Have you tried busying out and releasing the station yet?

I have done that. No resolution. Here's what I've done so far:

* TTY out/in
* Busy/release
* Change port
* Perform trace
* Change out the phone
* List usage extension (no data to list)
