User sync using LDAP unable to create user

I have a IPO SE select R10.1 that i am attempting to sync user from windows active directory. The test connection passes I map the fields click preview results and it shows 2 users. I click synchronize and the job completes within a few seconds and shows no users created. I check the primary server and verified no users were created. Has anyone had this issue?

Your LDAP settings are wrong.

AD ?
version ?
security ?

I am using the administrator user which had full permissions.

How is LDAP setup?
Is it LDAPS (LDAP over SSL) or just normal LDAP.
I believe LDAPS is the default.
Do you have any printer or any other devices in your environment that use LDAP ?

do i have to install AD LDS? for some reason i thought i read it will compatible with Active Directory. I do not have an other devices that use LDAP.
