User Rights short code not evaluating 2

We have done the below user rights and user configuration to send 911 calls to desired external number over the second SIP trunk. (Testing with 4444 instead of 911)
By looking at the monitor, we could see system short code ? is evaluated not the user right short code when dialing 4444.
What could be the reason ?


User Rights
Name SIP2
short code - 4444 - dial +xxxxxxxxxxx - 2 (SIP Trunk)
User Right membership - 8124

Did you activate "Use user irghts value" within the user right's short codes tab?
 
delete the ? short code from the system short codes and from the main ARS if still exists there.
 
Deleted ? and now Incompatible error appears. don't see any digit dialed.
(Dial delay count is 0 in this system)

what is the short code you are using and did you choose the option below?
and select the user checkbox from the membership of the user rights group.

We are not using the Application user rights came by default. Instead created user right called SIP2 as shown below.

Look at what you said was in the short code at the start of the thread and what is in the short code at in the screen shot. 1) They are different, and 2) neither makes any sense.

In the first, the user dialing 4444 is supposed to send +xxxxxxxxxxx but that's never going to happen since they've only dialed 4-digits and your telephone number needs 11 digits. Hence why it was matched to the default ? system short code and routed to ARS 50 and eventually 'incompatible' as it had no matches there.

And in the second, its just + that gets sent to line group 3. And this is SIP, so you need to send the full number in one go, there is no chance for follow up dialing.

Try:
  • Code: 911
  • Telephone number: Any full external number that is valid for a test destination.
  • Feature: Dial Emergency
  • Line Group: 3
Once that works, replace the Telephone with 911. And create another short code for someone dialing 9911. And find out if your local emergency call handling center has a test number and create a short code for testing that.

[And don't get me started on the whole creating a second thread on the same issue that you already had a thread on stupidity.]

as derfloh said : the user rights short code tab is not configured to apply the user rights to the selected users.
you must change the below marked config from " not part of user rights " to
" Apply user rights Value ".

Don't ever use xxxxxxxxxx as a fake number in discussion of IP Office shortcode - x actually means something in IP Office shortcodes. And your screenshot still included just a single + and nothing else. And as the folks have said several times now, wasn't set to actually be applied.
