User permission for managing IIS

We have a Windows 2003 domain.
On one server there is IIS installed with multiple websites.
Until now all users was domain admin, so everybody can RDP to server and make changes.
Now all users are only in DOmain Users group, they can RDP to server but cant manage IIS. I need to give them permission to manage IIS on server, what permission I have to give or in witch group I have to put users who need access to IIS ?

Well the easiest way to do it is to add the Domain Users group to the Server's local Administrator group. (provided its not a domain controller).

Or you can create a group with users who are allowed to edit all the stuff (assuming it's NOT everyone) and add that group to local administrators group.
