User Mode & Priviledged Mode

When I telnet into a Cisco Router and put in my VTY Password I am going straight into Privileged mode (router#) instead of User Mode (router>), which should be the case. I do see in the config that the enable secret password is in place but I am still getting the same effect. Anybody have any ideas?
 
What do you mean? The enable password is put in like
router>en
router#conf t
router(config)#line con 0
router(config-line)#password goaway
router(config-line)#login
router(config-line)#exit
router(config)#enable password goaway
This will get the prompt to the user mode, if this is what you want. The line con 0 and login will make the router do this. If you have a secret password in place, but no line con 0 config, then the secret password only applies to the virtual terminal, not the console. Make sense?

I understand what you are saying. line con 0 is configured correctly. line vty 04 is configured correctly again. The issue is when I Telnet into the router. It prompts me for a password and I put the password it.

password: goaway

then I get the following

password: goaway
router#

it goes straight to Priviledge mode and not User Mode.
 
I finally figured it out. In line vty 0 4 I had privileged level 15 configured. It should be privileged level 1
 
Did you configure it like
router(config)#username blablabla priv 15 password goaway
Like that?

It sounds like he had "privilege level 15" configured on the line itself. That grants "enable" access to anyone who logs in . Not very secure! :)
