User Manager for Domain -- NT4

I need to give access to user manager for domain (NT4) but I need to limit the user to only be able to unlock/change password for individual accounts.

It's been a while since I worked with NT4 and any help would be appreciated.

I think the closest you're going to get is to add the user to the Account Operator group. The group will have full control over user accounts. Win2k have a delegation option, but nt does not.
