When I start User Manager from the NT server it can't find the domain controller for this domain.
The server has logon correctly and gotten IP and Wins that are correctly. I have another server how works fine in the domain.
When I start Server Manager the error message say's "Cannot find the primary DC for the domain"
HELP!

Sounds like the Netlogon service on that NT server isn't running. Check the Services control panel and try stopping and restarting it. Also, check your event log on that server and on your Primary Domain Controller.

I stop and started the Netlogon service
Net logon are running fine and clients can logon and other server's can logon.

In the event viewer say's "The RPC server is unavailable"
What shall I do???

Nevermind this problem.
I cleared the WINS database and restarted the PDC then network was up and running again
