Hi,

Recently a person left the company, but we are getting copious amounts of rubbish intended for them. Now I know you can block domains/email addresses by source, or block mail going to an existing user - but is it possible to block mail incoming to a user that does not exist ?

Yes, it is possible.
To block for a single user: Open your Exchange Server Administrator, File -> New Custom Recipient -> Internet Address. In the field, write the email you want to block.
Click OK. This email will appear in your server recipient. Open the mailbox you want to block this email and add in the "Reject messages from", in the "Delivery Restrictions".
Click OK and will block this email for THIS user.
For all organization: If u want to block to all organization, open Internet Mail Service Properties, Connection Tab -> "Message Filtering" button. Click Add and write the email u want to block. Check the "Delete messages ...." checkbox. Restart Internet Mail Service, and its all.....

Do you know if it is possible to hide the blocked user from the recipient list at all ?
 
Sure, just go into the properies of the mailbox and check hide from address book.
