User Account Problem / Primary Server problem

I'm not sure what the cause of the problems here.
All 12 servers are on WIN 2000 SP4. I'm in NY where we have 9servers. These 9 servers are under the same server group with, of course, 1 of them being a primary server.
Problem #1: Server #5 used to be a primary server but it started having some problem prior to me joining the company, they moved it to server#8. Now #8 should be primary which 1/2 the servers are still seeing #5 as a primary. This could be the cause of miscommunication between these servers. I often have to update definition individually. The server group's status is "Disabled" but seem to work with constant problem but keeping us safe enough. How do I fix it so all servers see appropriate priamry server and communicate with it?

Problem#2: The Server in LA had problems with SAV. So I uninstalled it and reinstalled it with V10.0.2 including SSC. Now, even when I'm on LA server (via RDC), I can't open SAV or unlock LA server group on SSC. First I was getting an error message saying "user/password is not correct". So I ran IFORGOT.exe. Now, the error message reads, "This user does not have permission to configure Symantec AntiVirus" I'm logging in as admin. How can I change Account type/priviledge?

I've been going around with these problems. I would like to solve this todeay!! Please help!!
