Is this under Back Up and Restore? I haven't been in there in a while but I think there is a synchronize button you can use that will match everything up again.
Go to Configuration Management -> Network -> System and hit Search button. Everything should say synchronous. If not, go up top to Action and hit Upload. That should do the trick. Give it time to do it's business and then refresh the screen, or go out and come back in.
You could also go into expert mode and do EXE-UPDAT:BP,ALL; I believe is the command. Do it twice. I don't know if there is still an option for the ADM info, but if that was the case you would also to EXE-UPDAT:A1,ALL; twice.
As far as I know the UPDAT command does not carry the changes on to the Unixware.
The UPDAT just copies from memory to the Area E of the Hard Disk so that in the event of a reload the telephony stuff will have been saved.
The UPLOAD required is to copy the telephony (UPDAT) to the Unixware so as you can use the GUI for to do changes.
When you do find the button and click on it the system uses the UPLOL and UPLO2 AMO's to transfer everything to the Unix partition.

You can try that, and then go back into the first step and hit Upload again.
Sometimes the upload takes a while.
If it doesn't switch to all Synchronous either someone who knows more than me will have to help or you will need to contact support. Normally mine goes out of sync when I make a bunch of changes, but when housekeeping runs at 2AM it usually goes back to normal on its own. If I want to hurry it up, like because I want to do a backup after my changes or something, I will do both of the exe-updat steps twice, and then go into config management and hit Upload. I usually wait 15 minutes or so and everything is good to go, and then I do my backups to CF.
The tech told me to always do the exe-updat steps twice because supposedly there is a location A, location B and a backup location C. The first time you do it it copies everything in location A (memory) to location B (hard disk) and the second time you do it it copies it from location B (hard disk) to location C (probably another partition on the hard disk) so all copies of the data are the same at that point. That was as non-technical of an explanation as he had.
HIM data is Hicom Inventory Management data. The system does several REGEN commands for this sync process. The HIM data involves copying Unixware files from the system into the Assistant. If this part of the copy is failing it won't obtain the HIM data and won't sync. If the system recently had Unixware reloaded that would fix that problem among others. You may need to do a reload of the A1 as well.
Are we talking about a hard restart of the A1 card? Do you have the expert mode command handy to do this. I will have to schedule this after hours if it will take the switching unit down.
You can submit the command from expert mode EXE-REST:UNIT,A1,RELOAD; If the system is monoprocessor it will not accept the command. You would then have to EXE-REST:UNIT,BP,RELOAD; which reloads the entire system taking the phones down also. If the A1 reload command works it should not take the phones out of service.
