Upgraded from 4610 to 9650 now random VM's ring busy

Hello Everyone,

The company I work for recently upgraded from the 4610 handsets to the 9650's(s3.002). Everything is going good but we have an odd issue with some voice mail boxes. When calling random numbers the voicemail box just comes up as a busy tone. (Example: our receptionist forwards calls to users but it ends up going busy. its never the same number its always random).

Any suggestions are welcome as I'm pretty new to Avaya systems.

Could all the VM channels be in use?

This is an Avaya IP Office system you're using?

If yes then look in System Status for alarms, especially around voicemail port congestion.
 
yes it is an Avaya IP Office system. I have looked through the alarms but havent seen anything regarding voicemail port congestion... but i'm not sure i'm looking in the right place. I had been shadowing our previous Avaya admin for about 3 months but he has recently left and I am kinda left in the dark.
