upgrade from 3.1 genlevel 0000 to 3.1 genlevel 0403

Genlevel 0403 will just be the same as genlevel 0000 but with all the patches built in.
So if you have applied all the patches to genlevel 0000 you are effectively at genlevel 0403.
CA will periodically release a cumulative patch to bring you up to the latest genlevel so all you can really do is look out for this.
