Updating GAL

I have an administrative person that needs to be able to update the contact information for people in the GAL. I am currently running Exchange 2003 Enterprise. I know there is galmod32.exe, but from what I can understand that only allows you to edit your own information. I also know there is a web Backoffice tool that allows you to do this but I do not have BackOffice.

Does anyone else know a way to do this?
