Updating and publishing data via the web

My web development skill are pretty low-end, so I'm hoping for some direction. I have users that currently use a spreadsheet to track an on-call list, and the spreadsheed is shared by several users. I've been asked to make it more accessible by putting it on our company's intranet. I'm trying to figure out the best way to update and display the data. I assume I can use a form to enter changes, but how do I update a spreadsheet or database with that information? Did I mention I'm a newbie to web design? If I can get an understanding of the best way to accomplish this, I'm confident I can get it done.

Any help will be greatly appreciated.

Well, I have a little more information, now. The data is currently stored in a proprietary app on our mainframe system. I need to develop a way for users to update via our intranet, perhaps with an online form, then to display. I only want certain users to have access to change the data and it needs to be SIMPLE for them to use.

You need to develop a whole Web application. This isn't something someone who has never designed a web page or developed a Web application should be doing. Do you have any web developers on staff?

Yeah, man you can't update it very easily, will have to be ran through cgi-bin or something called a "flat-tire" system for those who are hosting with database accessibility. It is some faily complicated stuff, but you have to know the logic behind it to modify to your own you can find stuff like this all of the web, do some google searching. or a simple webform can add information but you will not beable to change info very easily.
