Saving a template SHOULD update all other pages associated with it.
Possibly you have turned off "update associated pages " some where.
Try updating a page manually.
Modify>templates>update
If you cannot update like this, then check that the template you changed, and the template applied to the pages is the same.
If it isn't, you can detach the template and apply the new one, just discarding and sections you don't wish to keep (head, title, content, etc).

Here is a way to see if the pages are associated with the template:
Open a page that should be associated with the template.
Make sure that 'invisible elements' are showing.
In the menu go to VIEW | VISUAL ELEMENTS and see if invisible elements has a check mark next to it. If not, click on it to enable it.
When you view your page in WISYWIG (design view, it should have an outline of the various editable sections in a box with a green label and the name of the template master page on the top in a dull yellow highlight.
If that pages are not associated, then use menu again to select MODIFY | TEMPLATE | APPLY TEMPLATE TO PAGE...
This will ask you to pick the template and assign the editable regions to an area on the page.
If you don't solve the problem using this let us know and we can see if there is something else we can do.
