Update networking properties

What would be the easyest way to update/change ip address/ gateway information. A normal "user" needs to be able to complete this task after windows has been installed. Can this be done from a command line without XP being started. This will be and XP pro unit that I'm talking about.
Here's what I want to do. Send an XP image to remote sites without any IP settings. Once the image is installed, send the location a file with the correct setting for their location. They only have user rights. They are not part of a domain.

Use netsh.exe to dump the configuration you want. Then send the dump file for them to use netsh to restore the settings:

This is a great command the only problem is that you have to be an admin. Is there any way to do this without been an admin.

Note too that if you make the Group Everyone or just individual users members of the Network Configuration Group the problem with Netsh would disappear.

This does not make them Administrators, but it does allow things such as the use if ipconfig, the repair option from the notification tray network icon, and the use of netsh as above.

Netsh.exe as a scripting tool for command line TCP/IP and firewall changes has not gotten the consideration it should. It is very powerful.
