Update a shared dll file

I have 4 applications that use the same dll file. The file is installed in the system32 folder. Let's say that I installed one of the applications. Then I want to install another one of the four, which has a newer dll (I am talking about that common, shared dll). What I have observed is that the older dll (the one installed by the first application) is not replaced by the one contained in the second application's installer, even if this is newer. What should I do to make the installer replace the older dll?
I am using Wise for Windows Installer Professional, V5.1

The order for replacing files is per default version, date and language.

Furthermore it can be a question of how you install the package - is it advertised or fully installed ?

Have you tried just "copying" it over with an msi. Something like copying it into system32, and the create msis whos only purpose is to replace the original.

Also if you have four applications using the same dll, consider moving the dll to a merge module.
