Unsupervised Xfr on 200-ICP

SS4000 series instruments on per bay.

Ok, I give up. What am I missing?
I have a system w/users complaining they can only make supervised transfers. If they attempt to make an unsupervised xfr the call is dropped.

Scenario; External incoming trunk call answered by first party, caller asks to be transferred to 2nd party, both on the same PBX. If we wait for the 2nd party to answer before releasing then the call is transferred OK. If we Xfr before the 2nd party answers, the call is dropped. Ideas?

do you have options in cos 212, 251, 302? It may be something you have enabled that is restricting. Can you post cos options?
Also it may be who you are calling cos
Is this from all phones?

Never mind. Pilot error. User was a new hire attempting to do manual shitchook flash & was hanging up on the caller.
