Unrecoverable Error 415 - Cannot Open Overlay File

I'm testing some legacy Clipper apps on Windows 2000. One app in particular is a very large (1.2mb EXE) program using 5 3rd party libraries (Telepathy, SIXNSX, CLWindows, CLTools and CLGraph). As soon as the app is ran, I get the error:

Unrecoverable Error 415 - Cannot Open Overlay File '' (fixed heap = 74kb/3)

I have tweeked the Windows environment (with the on-site help of a Microsoft Tech support guy), tried setting the Clipper environment up with:

blinker EXECUTABLE CLIPPER F99;E4096;INFO;SWAPPATH:"\"

Based on the above error, it doesn't appear to know the name of the overlay that it is trying to open.

First a question,

Does the program have an external overlay file. This file would have an extension of .ovl.

I would also check the start in property of using a link.

I have seen this type of error when no external overlay exists when there are disconnects from the network.

I got a similar error message today.

I've installed Windows 2000 Server and transfer my
database files there. Clients are P-III machines running Windows 98.

Users are complaining that they get this error every hour.
Does anybody have any idea how to resolve that problem?

The application doesn't have external overlay.
The size is only 740Kb. I'm using Clipper 5.01 Russian version + CT II. I can't find any patches for the Russian edition.
