Unlocking files

I have a server with OSX 10.3.8 and put a number of files in the trash. When I go to empty the trash it states that there are a few files that are locked and cannot be deleted. As far as I can tell the files are not locked yet I cannot delete. How do I unlock these files? Thanks.
 
Usually, holding down Option when selecting Empty trash works. But OSX also requires administrative permissions for some things.

You also might Have to Get Info on the files left in trash to make sure they are not locked whch, again, may or may not require administrative priveleges.
 
In the finder menu, you can "Secure Empty Trash" this works for me.
