Uniform dialing plan via H.323 between CM and IPO not working

The IPO R.11 (Extension 4XXX) and Avaya CM (Extension 2XX) are connected via H.323 trunks.
- No problem for calls from IPO to CM
- No problem for calls from CM to IPO by dial Trunk Access code + Ext
- Cannot call from CM to IPO by dial extension.

Below is configuration on CM site for the Uniform Dial Plan:

List trace for call from 293 to 4000: Not successful.

When I traced in IPO, the CM inserts prefix 0 before sending to IPO. Example dial 4000 but it sent 04000.
But I couldn't find where it was configured in CM.
