Uniform dial plan routing

I need to know where to change the setting to allow the system to look internally, before sending the call to the uniform dial plan table to complete.

I cannot build an exported 2500 set for directory names. If I build the exported 2500 set, the caller receives a fast busy. If I remove the set, the call completes to the other PBX system.

Any help will be appreciated.
