Unicode disabled

When I boot I get this message:
" NWDRV-3.00-30: Initialization of the Unicode tables failed.
Country ID=1, code page=1252, DLL=LOCWIN16.DLL.
All 16-bit Novell Directory Services are disabled."


What does this mean?
I guess I only can use ASCII symbols, and omit printing Romanian diacritical marks in my text.
Do we have to reinstall Novell files now?
Will this hinder ASCII use?
Would I have to track down Novell manuals to find out what Country ID=1 is, and what code page 1252 is?
What is disabled when I can't have 16-bit Novell services?
