Heres a review of CA TNG its many years old but the basics havent changed that much so its worth reading.
also if you go to amazon.com you can read the first 61 pages of "Unicenter for Dummies".
If you buy the book you also get a copy of Unicenter Framework 2.2 to play around with.
Do you need to make comparisons with other alternatives?
SMS, HP Openview. IBM Tivoli or even the opensource OpenNMS

What are you trying to compare? Remember both of them are FRAMEWORKS, thus they cover many enterprise products in several different lines of business. Think of Openview, Tivoli, NETIQ, Unicenter, and BMC Patrol as a bunch of point solutions that have the same look and feel, with a centeral event logging console.
