Undo is not available in Excel

I have a user that is trying to use the undo feature in Excel is not available to him on the toolbar or in edit on the menu bar. I am baffled as to why this isn't an option?

Is the "Standard" toolbar selected?

Is it unavailable as in "not there at all" or unavailable as in "greyed out" ??
