Understanding "Grant Select Access to PUBLIC" in DB2 LUW

Running DB2 LUW V9.7 on Windows and I'm having a hard time understanding how "Select Access to PUBLIC" works. We have Select Access Granted to the PUBLIC role for most of our tables in the Database. How does the user actually gain the access? By membership in a particular Active Directory Group?
 
Unix/linux/Windows users still need to have an account/login in the database. It can be identical to the OS login if you choose. By default, each database user should have Public access.
