Underlining text on a Word form 1

Below one of the questions on the form are several lines on which the user can type a response. However, since the lines were entered with the underline key (_) the lines move over when the users type their response. If they format the text to be underlined, the line created by the underline format appears slightly above the manually typed underlines (_). I tried using paragraph borders and tables to underline the text, but when it word wraps, only the last line of text is underlined. Is it possible to create an area on the form that displays underlines and still allow the user to type on the lines without formatting the text as underlined?
 
You can use the Drawing toolbar to create graphic lines on your form, or you can create your form in a table, and use the table lines options to create the lines in the cells you want underlined.

And - another method is to format the text within the form field as underline, and that created an underlined space whether the field is filled in or not.
