Unassigned DNs ringing to fast busy 1

Hello everyone,
I just did a DID migration. All phones in my building have been switched over to a new block of DIDs. Switch is Option 11 and vm is Callpilot 2.1.
Business wants to keep old DIDs around for a bit so callers dont just get a "not in service" message but default to reception.
Problem is, i just switched all the numbers and tried calling one of the old numbers, and it hits a fast busy (sounds like Callpilot is trying to forward to something that doesnt exist).
One of my other buildings which is on Mermail can do this, where a caller calling a DID not in use will default to reception. so i know it should work.

What change do i have to make? is it in callpilot somewhere? please help. thanks

if 4th one is already ATN, then try chging TIE the 3rd one to ATN too

There are 4 columns of parameters. Could anyone tell me what they are for? Say, the 1st column for what, and the 2nd, 3rd and 4th. Thanks.
